Delaware County Auditor

 

George Kaitsa was appointed Delaware County Auditor in 2009 and elected to a full term the following year. Mr. Kaitsa is starting his fourth full term as the Delaware County Auditor. He received the “Distinguished Auditor Award” from the County Auditors’ Association of Ohio in 2012, 2017, and 2022. He was instrumental in helping Delaware County earn dual triple A credit ratings from both S&P and Moody’s, one of only two counties in Ohio to achieve that unique distinction. Delaware County’s sewer bonds also have the AAA credit rating from S&P. Mr. Kaitsa is also a past president of the County Auditors’ Association of Ohio.

Before becoming the Delaware County Auditor, Mr. Kaitsa served in a number of state and county senior management positions. He was the Ohio Department of Development’s first Chief Financial Officer. As Deputy Director of the Ohio Department of Administrative Services, he was responsible for completing the $125 million renovation of the Ohio Statehouse and the construction of the first phase of the OSU Fisher College of Business as well as the construction of the new COSI facility in Columbus. In 1990, as the Finance Director for Franklin County, he helped Franklin County obtain the Aaa bond rating from Moody’s, the first Ohio county to achieve that distinction since the 1940’s.

Under the leadership of the County Auditor’s office, Delaware County has received GFOA’s Certificate of Achievement for Excellence in Financial Reporting for twenty-nine consecutive years. Delaware County has also been named a top ten winner in its population group by the Center for Digital Government in 2016, 2017, 2018, and 2019. The award recognizes counties that are leaders in the use of digital technology and Delaware County has been the only Ohio county to receive that recognition. Delaware County has also received the State Auditor’s “Award with Distinction” for the past four years.

Under the leadership of County Auditor George Kaitsa, the Auditor’s Office implemented “Ohio Checkbook” for Delaware County; installed Employee Online, an application that enables county employees to access their payroll information electronically; One Solution, a new accounting platform for the county; Executime, an electronic timekeeping application for county employees; a state-of-the-art GIS website for accessing real estate information on a countywide basis; and a Paperless Reappraisal System which utilizes digital technology and GIS ortho and oblique imagery to achieve efficiencies with the appraisal of properties in Delaware County.

Mr. Kaitsa served on Powell City Council for ten years, twice as vice president. He also served as secretary and vice president of the Delaware County Port Authority, now the Delaware County Finance Authority.

As a Gordon Keith Chalmers scholar, Mr. Kaitsa earned a degree in economics from Kenyon College and holds an MBA degree from The Ohio State University. As a former educator, he served on the faculty of Central State University and has lectured on economics at The Ohio State University.
